The M23 rebel group of eastern Congo announced on Tuesday (11/5/13) that it is abandoning a 20-month armed insurgency—a rebellion that had displaced hundreds of thousands of people and sparked fears of direct war with neighboring Rwanda. A revitalized UN military force was key to M23's defeat, as was concerted diplomatic pressure on Rwanda and other parties.
